If Israel were to begin an invasion in the southern Gaza city of Rafah, where a million displaced Palestinians are sheltering, an Israeli-designated “humanitarian zone” along the coast would be expanded to take in more civilians, an Israeli military official said Monday evening. The comments were among the first indications of the Israeli military’s plans for civilians if it were to launch a major ground offensive in Rafah. The Biden administration has urged Israel to forgo such an operation because of the risks it would pose to displaced Palestinians. Palestinians who have sought shelter in Rafah have been bracing for an Israeli incursion for months, huddling in crowded tents, schools and apartments. Before arriving in Rafah, many had followed earlier Israeli calls to evacuate other areas in Gaza only to encounter bombardment in those places too.

CNN —There are “reasonable grounds” to believe Israel is “committing the crime of genocide against the Palestinians as a group in Gaza,” the United Nations’ Special Rapporteur on human rights in the Palestinian territories has said. Francesca Albanese made the remarks Wednesday following the submission of her latest report called “Anatomy of a Genocide” to the UN Human Rights Council in Geneva on Monday. Speaking at a press conference, Albanese said: “Israel has committed three acts of genocide with a requisite intent: killing members of the group, causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”Israel said it “utterly rejects” the report, which it said “brings shame” on the Human Rights Council. It is “no surprise, that the premise of this report is that the creation of the Jewish State in 1948 was an act of ‘settler colonialism,’ and genocide is an ‘inherent part’ of that act,” the Permanent Mission of Israel to the United Nations in Geneva said in a statement on X on Monday. Israel’s diplomatic mission in Geneva in its response also said, “the very attempt to level the charge of genocide against Israel is an outrageous distortion of the Genocide Convention.”“Israel’s war is against Hamas, not against Palestinian civilians,” it added.

CNN —If ISIS was indeed responsible for the attack Friday at a Moscow-area concert venue that killed at least 133 people, it would suggest that, unfortunately, the terror group is making something of a comeback. ISIS claimed responsibility for the attack; a US official told CNN the US has no reason to doubt it. Through that attack, ISIS-K showed that the group, which is very anti-Shia, could target a hostile state like predominantly Shia Iran. In March alone, a Russian state news agency said the country had thwarted multiple ISIS-related incidents, including a plan to attack a synagogue in Moscow. As for capability, the ISIS-K attack in Iran earlier this year demonstrated that the group could carry out a large-scale attack outside of its home base in Afghanistan.

The deaths occurred amid scenes of chaos on Haroun Al Rasheed Street in western Gaza City, where crowds of hungry Palestinians had gathered for food aid. BAGHDAD (AP) — A drone strike hit a car in the Iraqi capital Wednesday night, killing three members of the powerful Kataib Hezbollah militia including a high-ranking commander, militia officials said. The strike occurred on a main thoroughfare in the Mashtal neighborhood in eastern Baghdad. Two officials with Iranian-backed militias in Iraq said that one of those killed was Wissam Mohammed “Abu Bakr” al—Saadi, the commander in charge of Kataib Hezbollah’s operations in Syria. The officials spoke on condition of anonymity because they weren't authorized to speak to journalists.
